Carlsbad Comprehensive Plan Update

The Carlsbad City Council will be discussing the Carlsbad Comprehensive Plan at its meeting on December 9, 2025. The meeting starts at 6:00 PM and is the final step in the planning process to update the Comprehensive Plan after more than 12 months of work by the City, stakeholders, community members, and Consensus Planning, the City’s consultant.

The Comprehensive Plan is the City’s primary policy document that provides the foundation to guide growth and development for the next 20 years. It is intended to be used and referenced by the elected officials and community members alike. The Carlsbad Comprehensive Plan:

• Seeks to enhance those qualities that are unique and special to Carlsbad while embracing the growth and relative economic prosperity that the community has experienced from new investment;
• Provides the community vision for the future through goals, objectives, and strategies that were crafted in response to community input and best planning practices;
• Provides the necessary operational framework to be used by elected officials, City departments, community organizations, and residents working together towards implementation; and
• Recognizes that Carlsbad’s actively engaged citizens are key to shaping the community’s future and achieving their shared vision.
