Carlsbad Comprehensive Plan Update

The City of Carlsbad is hosting the third public meeting for the Carlsbad Comprehensive Plan on Thursday, Sept. 4^th, 2025, from 6:00 to 7:30 PM at the City Council Chambers at 114 S. Halagueno Street.

Consensus Planning, the City’s consultant, will be presenting the draft Comprehensive Plan, a 20-year framework for how Carlsbad should grow and develop. The Comprehensive Plan addresses and includes goals, objectives, and strategies for housing and neighborhoods, land use, economic development, infrastructure, transportation, community facilities and services, and hazard mitigation. It also includes an implementation plan for accomplishing the strategies identified in the Comprehensive Plan. Prior to the meeting, please review the draft Comprehensive Plan, which will be posted on this project website on August 28^th.
